How we put this guide together: company and state figures come from ValuePenguin’s September 25, 2026 comparison of full-coverage quotes from seven insurers in all 50 states (comprehensive and collision plus liability above state minimums). Annual figures other than Dairyland’s are our multiplication of monthly rates. See our advertiser disclosure.

The savings from picking the cheapest company can be large. In Kentucky, for example, Dairyland’s $22 a month compares with a state average of $69. In Wisconsin, Progressive’s $10 a month is less than half the $23 state average.
The three cheapest companies at a glance
Dairyland
Cheapest overall in ValuePenguin’s study and the winner in 18 states. Insurify names it a good option for higher-risk riders. ValuePenguin notes its customer service reviews trail Progressive and Harley-Davidson, so weigh price against service.
Progressive
Cheapest in the most states (23). Its motorcycle policies include $3,000 of accessory cover with comprehensive and collision (up to $30,000 available), new-bike replacement after a total loss on recent models, and a disappearing deductible in many states.
Harley-Davidson Insurance
Cheapest in 9 states and not just for Harleys. It lists discounts for H.O.G. membership, a motorcycle endorsement, Riding Academy or safety course completion, home ownership, multiple bikes and paying in full. Policies are underwritten by Sentry Insurance.
Savings tip: quote all three of these companies first, then add one more, such as GEICO or a local insurer. In ValuePenguin’s data the gap between the cheapest and most expensive company was $32 a month, close to $400 a year.
Cheapest options for higher-risk riders
Riders with tickets, crashes or little experience pay much more and may be turned down by some insurers. Insurify names Dairyland as a strong option for high-risk riders, and Dairyland was also the cheapest company overall in ValuePenguin’s study. Progressive also insures a wide range of riders. If your quotes are high, ask about safety-course discounts, choose a smaller bike and re-shop once violations age off your record.
Specialist motorcycle insurers
Some companies focus on motorcycles and powersports. Markel ($39 a month in ValuePenguin’s study) and Harley-Davidson Insurance both specialize in bikes, and their policies may include rider-friendly extras such as gear cover or custom parts cover. A specialist can be worth the price difference if you have an expensive custom bike.
Minimum cover is cheapest, but risky
A state-minimum policy averaged just $141 a year in MoneyGeek’s data, compared with $364 for full coverage. But minimum cover pays nothing for your own bike or your own injuries. Unless the bike is worth little and you have good health cover, the savings may not be worth the risk.
Which insurer to try first
| If you are… | Start with | Why |
|---|---|---|
| Looking for the lowest price | Dairyland, Progressive | Cheapest averages in ValuePenguin’s 2026 study |
| A higher-risk rider | Dairyland | Named by Insurify as a good option for high-risk riders |
| Wanting rich standard features | Progressive | Accessory cover, total-loss replacement on new bikes, disappearing deductible |
| A Harley owner or H.O.G. member | Harley-Davidson Insurance | Club and Riding Academy discounts; cheapest in 9 states |
| Owning a classic bike | A classic specialist, such as Nationwide’s classic program | Agreed-value cover |
| Bundling with car insurance | Your current auto insurer | Multi-policy discount, then compare with the cheapest standalone quotes |
Is the cheapest policy good enough?
- Same coverage: check liability limits, deductibles, accessory cover and whether a total loss pays actual cash value or replacement cost.
- Medical protection: consider uninsured/underinsured motorist and medical payments cover; riders are far more likely than drivers to be injured in a crash.
- Service: look at complaint records and claims reviews, not just price.
How to find your own cheapest rate
- Get quotes from Dairyland, Progressive and Harley-Davidson Insurance, plus at least one other insurer.
- Use the same limits and deductibles in each quote.
- Mention any safety course, motorcycle endorsement, club membership or other policies you could bundle.
- Ask about lay-up or seasonal options if you store the bike over winter.
