What the New York defensive driving discount is
New York runs the Point and Insurance Reduction Program through the Department of Motor Vehicles (DMV). Private companies run the courses, but the DMV approves them and sets the rules. When you finish an approved course, your insurer must reduce the base rate of your auto (and motorcycle) insurance by 10% each year for three years. It is one of the few discounts that is required by state law rather than offered at the insurer’s choice.
The discount applies to the base rate of your premium. Course providers describe this as the liability and collision parts of the policy. It does not stop general price rises, or increases caused by new tickets or crashes, so your bill can still go up. It just goes up from a lower starting point.
| What you get | The detail |
|---|---|
| Insurance discount | 10% off the base rate, every year for 3 years |
| Point reduction | Up to 4 points off your total, for violations in the 18 months before you finish |
| Course length | 320 minutes (about 5 hours 20 minutes), can be split into sessions |
| Formats | Classroom, online or other approved formats; no formal exam |
| How often | Every 36 months to keep the insurance discount; point reduction once every 18 months |
| Cost | Set by each provider; online courses are often around $25–$40 |

How much could you save?
The saving depends on what you pay now and how your insurer splits your premium. As a simple example, if the part of your premium the discount applies to is $1,500 a year, 10% is about $150 a year, or roughly $450 over three years, for a course that typically costs well under $50. Drivers in New York City and on Long Island, where premiums are among the highest in the state, often save more.
To get an idea of your own figure, look at your declarations page for the liability and collision premiums, add them together and take 10%.
The course is self-paced, works on a phone or computer, and the provider reports your completion to the DMV electronically. Take the NY DMV-approved online course with IMPROV (sponsored link). Send your certificate to your insurer as soon as you finish.
Who can take it
- Any licensed driver can take the course for the insurance discount. You don’t need a ticket.
- Young drivers and drivers in the assigned risk pool also qualify. If a young driver already gets a driver education discount, ask the insurer whether both can apply.
- One discount per policy holder: if several people on the same policy take the course, the DMV says only the principal operator gets the reduction.
What the point reduction does and doesn’t do
The 4-point reduction lowers the point count the DMV uses to decide whether to suspend your license. In New York, 11 points within 24 months can lead to a suspension, so 4 points can make a real difference. But there are limits:
- It only counts against violations from the 18 months before you finish the course, and can’t take your total below zero.
- It doesn’t remove tickets or points from your driving record, and it doesn’t change how your insurer rates those tickets.
- It doesn’t stop mandatory suspensions or revocations (for example for DWI or three speeding tickets in 18 months), and it doesn’t cancel a Driver Responsibility Assessment.
How to claim the discount, step by step
- Pick a DMV-approved course. Online, classroom or other formats all count, as long as the sponsor is approved.
- Finish the 320 minutes. Most online courses let you stop and restart; some allow up to 30 days.
- Send your certificate to your insurer within 90 days. If you do, the discount is backdated to the day you finished. After 90 days, it may only start from the date you send it.
- Check your record. The course sponsor should notify the DMV within 10 weeks. If it doesn’t show, contact the sponsor.
- Set a reminder for three years’ time so you can retake it and keep the 10% going.
New drivers: the 5-hour pre-licensing course
If you are getting your first New York license, you need to complete the 5-hour pre-licensing course before you can book your road test. This is separate from the defensive driving course and doesn’t give an insurance discount on its own, but it is a required step. Some providers offer it online, for example IMPROV’s online 5-hour pre-licensing course (sponsored link). Once you are licensed, the defensive driving course is a quick way for a young driver to bring down what is usually a very high premium.
